Wynne "Wins" NCMA's Prestigious Roback Award

During his presentation at World Congress 2007, keynote speaker, Michael W. Wynne, secretary of the U.S. Air Force, Washington, DC, emphasized the vital role of the contracts professional in putting together business deals, supporting the defense of the nation, and building win–win solutions for the government and industry. Following his presentation, NCMA proudly presented Wynne with the Herbert Roback Memorial Award. Wynne knows the myriad details of the acquisition business and has been published in numerous professional journals on cost estimating, engineering, and contracting. A Fellow of the association, Wynne has been a consistent supporter of the acquisition workforce and NCMA. He upholds the standards of the profession and ensures trust, confidence, and integrity throughout the acquisition process. In his years following September 11, 2001, Wynne served his country with distinction. In recognition of his significant contributions, NCMA was honored to present this award to Michael W. Wynne.

Comment Period Extended for Contractor Code of Ethics Rule

The comment period for FAR Proposed Rule 2006-007, Contractor Code of Ethics and Business Conduct, has been extended to May 23, 2007.

Supreme Court Upholds Proposition 35

The California Supreme Court has issued a unanimous decision validating Proposition 35 which gives Caltrans broader authority to contract out for private design and engineering services. The use of private design and engineering firms would augment the efforts of State-employed engineers in the design of future state highway projects.

FAR Case 2005-036, Definition of Cost or Pricing Data

The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council (Councils) are proposing several amendments the Federal Acquisition Regulation (FAR). Full story in page 1, column 3 of the linked pdf document.

Proper Use of Award Fee Contracts and Award Fee Provisions

Over the past several years there has been an increased use of cost-plus-award-fee contracts and award fee provisions, particularly for development efforts and low rate initial production (LRIP) efforts. The purpose of this memorandum is to state the Department's policy with regard to the proper use of award fee contracts and award fee provisions.

Announcement of the 2007–2008 Contract Management Leadership Development Program Members

NCMA is proud to announce the members of its 2007–2008 Contract Management Leadership Development Program (CMLDP). This will be the second year for this highly successful program. The objective of the CMLDP is to help develop the next generation of contract management leaders through an intensive year-long educational experience. Program participants will receive 180 hours of top-quality training in leadership, association governance, and contract management. The CMLDP is designed to quickly close the gap in leadership progression by accelerating the preparation of a select group of contract management professionals.

Professional Input Sought for Outsourcing Research Study

The Supply Chain Management Research Group at The Ohio State University is conducting a research survey pertaining to the outsourcing of product/component manufacturing or business processes. The main requirement for participation is that respondents have experience with at least one outsourcing decision about which they can provide information concerning the multitude of financial factors and costs that were considered and evaluated in making the decision. Interested members are encouraged to complete the survey by May 31, 2007.

Mandatory Procedures for Exceptions on the Procurement of Specialty Metals

This memo establishes new mandatory procedures for specialty metal domestic non-availability determinations (DNAD) pursuant to DFARS Clause 252.225.7014 (Deviation) and its Alternate I (Deviation). Contracting Officers with contracts that contain DFARS Clause 252.225.7014 and Alternate I should become familiar with the new mandatory procedures.

Panel Backs Measure to Curb Contract Bundling

In a show of strong bipartisan support, the House Small Business Committee on Tuesday quickly pushed through a bill that would make tougher the practice of "contract bundling."

House Small Business Committee Chairwoman Nydia Velazquez called a hearing entitled "Expanding Small Businesses' Access to Federal Contracts" at 10:00am on Thursday, April 19.

Coast Guard to Take Over Management of Fleet Upgrade

In a major reversal, Coast Guard Commandant Adm. Thad Allen announced Tuesday that the service would take over as lead systems integrator for all assets acquired under the problem-plagued $24 billion modernization program known as Deepwater.
